The duties and responsibilities of the Budget and Finance Department shall be:

1. Leads the departments, manages the staff and the budget of the Ministry, sets objectives in accordance with the strategy and objectives of the Ministry and the Government, and drafts the work plan of the departments for the fulfillment of the objectives;

2. Develops and oversees the implementation of standard policies and procedures, applicable laws, and regulations related to the budget and finance area of the Ministry and ensures that audit recommendations in the finance area are prioritized;

3. Coordinates budget issues for all administrative structures of the Ministry;

4. Prepares the Medium-Term Expenditure Framework, budget planning for all MIA programs, assists Departments and Agencies in the preparation of the MTEF and budget requests (budget planning);

5. Reviews the budget based on the requests of requesting units for the reallocation of funds from one economic category to another, in accordance with the applicable laws;

6. Follows up and reports on budget execution, ensuring that financial expenditures are made in accordance with budget rules and procedures;

7. Manage cash reserves and ensure that internal financial control is based on the accountability principles;

8. Ensures cooperation and coordination with internal and external auditors in conducting audits and preparing financial budget statements, consolidating them with all agencies of the Ministry of Internal Affairs;

9. Analyses and evaluates internal processes and procedures and recommends changes with the aim of increasing performance efficiency;

10. Performs other duties as defined by the applicable legislation.

The following divisions shall be part of this Department:

1. Budget and Planning Division;

2. Finance and Accounting Division;

3. Revenue Reconciliation Devision.
