Department for Management of Public Officials

The duties and responisibilities of the Department for Management of Public Officials are:

 

  1. preparing and overseeing the implementation of policies for public officials;
  2. overseeing and enforcing legislation on public officials in state administration institutions;
  3. preparing and overseeing the implementation of salary policies for public officials and public employees;
  4. preparation of opinions for each draft act proposed by other institutions, which has to do with the employment relations of public officials;
  5. approving and supervising the implementation of training programs for civil servants;
  6. together with the Ministry of Finance represents the Government in the negotiations and consultations on the general working conditions of public officials with trade unions and with representatives of public officials;
  7. request and receive from the institutions of the Republic of Kosovo any information necessary for the fulfillment of their responsibilities;
  8. inspection of any file or document related to a decision-making on the employment relationships of public officials in state administration institutions;
  9. administration and maintenance of the Human Resource Management Information System (HRMIS);
  10. supporting and providing advice to law enforcement institutions on public officials;
  11. preparation of general instructions and manuals to ensure unified implementation of legislation for public officials;
  12. drafting policies for the engagement of interns in public administration;
  13. drafting the general staffing plan;
  14. organization of admission procedures in accordance with law on public officials;
  15. drafting the annual report on human resource management;
  16. preparing and overseeing the implementation of policies and standards for the functional structures and bodies of state institutions and independent institutions;
  17. giving consent for the internal organization of state administration institutions, while for internal organization for regulatory and independent agencies giving the opinion.
  18. at the request of other state institutions, giving advisory opinion on their internal organization;
  19. exercise of any competence given by law.

 

 

 

Department for Management of Public Officials consists of the following divisions:

  1. Division for Salary Policies and Functional Structures Development;
  2. Division for Human Resources Policies and Public Administrations Capacities Development;
  3. Division for Development of Recruitment and Inspection;
  4. Division for Administration of Human Resource Management Information System.
