Duties and responsibilities of the Human Resources Management Unit are as follows:

 

  1. Supports and provides advice to the senior administrative head of the institution, and/or the office-holder of the institution in the area of human resource management;
  2. Leads, plans, supervises and coordinates the work of organizational units in all activities of the Human Resources Unit and ensures efficient operation;
  3. Provides and exercises competencies in compliance with the authorizations and responsibilities in order to implement the legislation, documents, requirements, procedures, standards for the institution in the area of human resources;
  4. Prepares the annual plan and medium- term staff plan, in accordance with the budget planning process of the institution;
  5. Assists relevant units in the preparation of job descriptions, job classification and job systematization;
  6. Develops procedures for moving within the category and promotion for civil servants until the filling of the vacancy based on the legislation in force;
  7. Ensures the implementation of procedures for the evaluation of wosrk performance, vacations, training, attendance, disciplinary proceedings, suspension of employment, termination of employment - dismissal from civil service, early retirement, certificates, statistics of employees, etc., based on legal acts in force;
  8. Administers personnel files (individual files) of the institution and placement of all data, processes and procedurës in the electronic system (HRMIS);
  9. Administers salaries, salary compensations, bonuses, allowances of employees, etc.;
  10. Prepares the annual report and work plan for human resource management.
