Division for Prevention and Reintegration of Radicalized Persons (DPRRI)

The authorities of the Republic of Kosovo have taken the problem of terrorism and the causes that lead to this phenomenon very seriously and therefore have created an extensive legal basis covering this area. In recent years, relevant Kosovo authorities have adopted laws, strategies, action plans and regulations, and appointed a National Coordinator to deal successfully with this phenomenon. As the nature of the phenomenon is very sensitive, we must have a dedicated approach and cross-sectorial actions are required. All this has obliged the Government to establish additional state mechanisms to address this category. The Division for the Prevention and Reintegration of Radical Persons is established to coordinate, collaborate, communicate, monitor and evaluate the reintegration process. The Division operates under the umbrella of the Department of Public Safety of the Ministry of Internal Affairs. So, since it is a process that can have an impact on country's national security, and the high level of risk of the individuals involved in the process, the vulnerability and the sensitivity of working with those involved in radicalization, makes the Division’s task of Preventing and Reintegrating radicalized persons challenging. The mission of this division is to prevent the radicalization of young individuals and other groups, and to help reintegrate those who have returned from conflict zones.

Since a number of Kosovars who have participated in foreign wars have been identified, there is a need for state protocols for sustainable treatment, prevention and reintegration.

When it comes to reintegration, the vulnerability and the sensitivity of the work, but also the danger posed by the groups the Division deals with are again present, therefore special treatment of these groups is required in order to achieve the goal of successful reintegration of those who have been radicalized. The above mentioned reasons are crucial in the creation of specific policies and actions for the reintegration of these categories, as due to case specifics, it requires a professional treatment.

”The reintegration process of foreign fighters and violent radicalized persons represents a complex process, through which the DPR / MIA aims to return these individuals to the community and, through the reintegration and rehabilitation process, make them a useful part of it. This process requires not only direct assistance to former returned foreign fighters but also broader support for the country's efforts to adapt to the social and economic environment in order to achieve a successful reintegration.

In order for the reintegration process to succeed, it is essential to create a community-based and local-level platform, aligned with a broader national strategic plan, a process that would at the same time contribute to building a society and a state with a higher security”.
