“KosovaPAR 2025” – "Capacity in Public Administration for or through AI?”
The Ministry of Internal Affairs, for the third year in a row, organized the international conference “KosovaPAR 2025”, which this year focused on a highly current and challenging topic: “Capacity in Public Administration for or through AI”? This topic addresses how artificial intelligence (AI) is shaping and will continue to shape capacity building in public administration.
The conference aims to raise awareness about the crucial role of Public Administration Reform (PAR) as a prerequisite for European integration and for improving services to citizens. This year, in an accelerated digital context, the focus of discussions is closely related to the transformation AI brings to governance and administration.
In his opening remarks, the Minister of Internal Affairs, Mr. Xhelal Sveçla, underlined the importance of artificial intelligence in strengthening the capacities of public administration and the government’s commitment to a professional, transparent and citizen-oriented administration. He emphasized that this international conference is an important opportunity for exchanging experiences and reinforcing cooperation between institutions, academia and the private sector.
Minister Sveçla noted that the government has taken significant steps in reforming the administration by adopting laws and strategies aimed at building a merit-based and efficient system. He also highlighted the challenge of integrating technology and AI in the service of citizens, while always keeping the focus on human needs.
In conclusion, Mr. Sveçla encouraged participants to make the most of this conference to advance Kosovo’s public administration and extended a warm welcome to all international delegates.
The Deputy Minister of MIA, Mr. Bardhyl Dobra, highlighted the importance of organizing the KosovaPAR 2025 conference, emphasizing that representatives from five continents are participating, which makes it an important international platform.
He further stressed that artificial intelligence in public administration reforms must be used in the most appropriate way. He underlined the need for staff training so that AI can strengthen professional development and improve the quality of services delivered to citizens.
The keynote speaker at this conference was Mr. Alistair Croll, an entrepreneur and author from Canada. Other panelists included Prof. Dr. Catherine Althaus, conference rapporteur and professor at the University of New South Wales (UNSW Canberra), Australia.
The conference is taking place today and tomorrow, featuring 14 panels, 2 main sessions and 1 roundtable discussion, with participation from high-level state officials, the diplomatic community, academics, public officials, civil society, as well as representatives from the region and beyond.
