DATA RECTIFICATION-ADJUSTMENT IN THE PAYROLL SYSTEM WILL CONTINUE IN THE DAYS AND WEEKS TO COME

Also, during the month of April, the commission for the allowance on specific conditions has received an elevated number of requests from public officials, and in order to avoid mistakes, all requests are being carefully examined and therefore the commission's work has not yet been completed. We make known to all public officials that after the rectifications, they will receive the difference of amount retroactively for all months from the time when the Law on salaries in the public sector entered into force.

The Ministry of Internal Affairs, through the Department of Public Officials Management, pursuant to Decision No. 04/128 dated 16.02.2023, of the Government of the Republic of Kosovo, in cooperation with the State Treasury/Ministry of Finance, Labour and Transfers, through units the Human Resources Management Units in the institutions at central and local level, has continued to work throughout the month of April in improving, adjusting and rectifying  the details of the employee with the purpose of effective implementation of the Law on salaries in the Public Sector and Government Decision No. 04/128 dated 16.02.2023.

During this month, the responsible teams worked by giving high priority, on the inclusion in the salary system for (i) employees who were not received their salaries in the previous months, (ii) employees who were recruited/signed a contract with public institutions after entering into force of the Law.

The work to review and establish the appropriate equivalency for each position is extremely impacted by the number of requests, so teams will continue to work in the coming days and weeks until any payroll inaccuracies are fully addressed.

We make known to the wide public and all interested parties that generally, but not limited to, the requests that are being considered have an approximate basis as in the following explanation:

1. Current employees whose salaries have not been executed (given priority within the month of March – salaries are paid retroactively from the moment the Law entered into force);

2. New employees who are hired/signed a contract after the entry into force of the Law (given priority within the month of March);

3. Employees who, after the entry into force of the Law, have been assigned the wrong coefficient in relation to the coefficient according to the old salary system (the correction will continue in the following days and weeks - their salaries will be levelled retroactively from the moment of entry into force of the Law);

4. Employees for whom the relevant appendix of the Law has defined a special classification, for example experts according to special appendices, specialists, inspectors, employees in education, health, art, culture and cultural heritage or another field, (correction is ongoing in the following days and weeks - salaries are levelled retroactively from the moment the Law entered into force);

5. Employees who have requested a change of class, status or category from what they are currently (this category can only be revisited after the approval of the organizational structure through the act containing the classes for each position within the structure. The institutions are obliged according to Government Decision No. 04/ 128 dated 16.02.2023, to complete the approval of normative acts that regulate, among other things, the classification of jobs within the relevant structures).

6. Other reasons.

The Ministry of Internal Affairs, in cooperation with the Ministry of Finance, Labour and Transfers, will continue to cooperate closely with the Human Resources Management Units and with the leaders of the institutions in order to address promptly and accurately all requests that contain incompliance with the provisions of the Law on Salaries in the Public Sector, this law which for the first time has profoundly reformed the structure of salaries in the public sector in the Republic of Kosovo.
