Application procedure for biometric passports for persons under the age of 18
(Except persons who have acquired capacity to act according to the decision issued by the
competent authority)
The applicant must be present in person at the Centre for Documents’ Issuance accompanied by
a legal representative (parents, custodian, adopting parents) and must submit the following
documents:
- Extract of birth (if no ID card or passport);
- Previous passport in case of:
- Change of data in the passport:
- Passport damage;
- Pages for official use are filled with visas or stamps;
- Date expiration, in special cases no longer than 18 months before the expiration
- Police report / Travel documents for return (in case of loss/stealing of passport);
- Valid ID for applicants from the age of 16;
- Evidence of parents’ identity, (ID or passport) at least one of the parents should possess a valid
ID of the Republic of Kosovo;
- If one of the parents is absent it is required an original, notarized and stamped authorization or
issued by a competent body;
- In case when one parent cannot authorize the other parent for health reasons and it is evidenced
with documentation by the respective institution, can apply only one parent;
- If one of the parents passed away, the child is accompanied by the other parent. The Death
certificate of the parent should be presented;
- If the parents do not live together, a decision from a competent body is required for child
custody;
- A child under custody should be accompanied by the custodian who proves custody;
- If the applicant is Kosovo citizen but the parents are freed from the Republic of Kosovo
citizenship, parents should present identity evidences of their citizenship;
- If the applicant was born in the Republic of Kosovo by parents of foreign nationality and the
applicant has obtained the citizenship of the Republic of Kosovo, parents should present identity
evidences of their citizenship, as well as the decision of acquiring citizenship of their child;
- If the applicant is a citizen of the Republic of Kosovo, but is adopted by parents with foreign
citizenship, the adopters should present the original decision for adoption issued by the
competent body, as well as the evidence of their identity of citizenship;
- If the applicant was born outside the Republic of Kosovo and has obtained the citizenship of
the Republic of Kosovo, he/she should submit the decision on the acquisition of citizenship.
Application procedure for a passport for persons from the age of 18

Date expiration, in special cases no longer than 18 months before the expiration.
- Police report for loss/stealing of the passport;
- If the passport is confiscated, a court decision is required on allowance for equipping with a new passport.
