Procedures for application and collection of the passport of the Republic of Kosovo

 

The procedure for obtaining a passport of the Republic of Kosovo according to Administrative Instruction MIA No. 01/2024

 

• The application procedure for a passport for applicants under the age of eighteen (18): 

 

The applicant must appear in person at the DSC or the diplomatic or consular mission, accompanied by both (2) parents or the guardian, and present the following documents:  

 

• - A valid identity card for inspection, or if not in possession of an identity card, to present the original extract from the CCSR for inspection;
• - The original passport for inspection;

 

• - When an applicant under the age of sixteen (16) applies for the change or renewal of data in the passport, and the data in the supporting documentation does not match the data in the passport database/CCSR, the following documents must also be presented:
• - Extract from the Central Civil Registry;  
• - Verification from the archive with a detailed explanation for the change of data.

 

• In case of loss of the passport, the applicant must submit the original police report/certificate or a notarized or court-certified copy.   In case of theft of the passport, a copy of the police report is required. If the report/certificate is in a foreign language, it must be translated into one of the official languages of the Republic of Kosovo.

 

• Exclusively in cases where the passport is lost abroad and an application is submitted at the diplomatic or consular mission, the diplomatic or consular mission will submit a request to ILECU for verification and case number. After verification and confirmation, a certificate of the report of the lost document is issued, and this certificate is then officially sent from the diplomatic or consular mission to the respective DSC.

 

• The applicant must present proof of identity for the parents by showing the original identity card or passport for inspection, with at least one parent required to hold a valid identity card or passport of the Republic of Kosovo or a receipt of an application for an identity card from one parent. If the parent who holds the citizenship of the Republic of Kosovo has passed away, the death certificate is required, and the applicant is accompanied by the other parent.
• If one parent is absent, an original and notarized authorization is required from a notary or court, or the relevant authority of the foreign state, not older than one (1) year from the date of issuance. A notarized or court-certified copy is required if the authorization is in a foreign language, and it must be translated into one of the official languages of the Republic of Kosovo.

 

• In cases where the application is made at the DSC/diplomatic or consular mission of the Republic of Kosovo, either parent can authorize the other parent to apply for a passport at the diplomatic or consular mission of the Republic of Kosovo, in the presence of the responsible officer of the diplomatic or consular mission. The authorization is signed by the parent and the responsible officer of the diplomatic mission, and the authorized document is submitted electronically to the DSC. The responsible officer of the diplomatic or consular mission attaches a copy of the identity document of the authorizing party, a valid passport or identity card, in accordance with the form specified in Annex 2 of this Administrative Instruction.

 

• Notwithstanding the provisions of this Article, if one parent is in a serious physical or mental health condition or is hospitalized, the officer will take these circumstances into account based on evidence/report from the relevant health institution.

 

• If either parent has passed away, the applicant is accompanied by the other parent. The death is proven by a death certificate.

 

• If for any reason the child is without the care of either parent, original consent from the CSW is required.

 

• If the parents of the applicant have renounced their citizenship of the Republic of Kosovo, they must present the original and submit copies of the document from the foreign state that proves their identity.

 

• If the applicant holds citizenship of Kosovo but the parents hold foreign citizenship, they must present the original and submit copies of the document from the foreign state that proves their identity.

 

• If the applicant is represented by a guardian, the original decision from CSW for the appointment of the guardian or a notarized or court-certified copy must be submitted, along with a valid proof of identity for the guardian.

 

• In cases where the application for a child passport is made at the diplomatic or consular missions of the Republic of Kosovo, judicial decisions from the courts and administrative decisions from the relevant administrative bodies of the state where the diplomatic and consular representation is located are recognized as such, but prior verification of their authenticity must be done with the courts or competent authorities of the foreign state where the diplomatic or consular representation is located. Such decisions also include foreign judicial decisions regarding adoption. 

 

• A proof of payment of 20 Euro (which is obtained during the application at the counter) is required.

                          

An exception from this procedure applies to persons under the age of 18 who have acquired legal capacity according to a decision issued by the competent authority.

 

Collection of the passport for persons under the age of 18:  This can be done by either parent or guardian without the child’s presence by presenting the following documents:

• Identification document of the parent/guardian
• Previous passport of the applicant, if he/she has held one.

 

Collection of the passport for persons aged 16 and older can be done in person by the applicant by presenting a valid identity card.

 

• Procedure for applying for a passport for applicants aged eighteen (18) years and over:

 

The applicant must appear in person at the CSC or at the diplomatic or consular mission and present the following documents:

• The original valid identity card for review, or the application form for the identity card;
• The passport, in the case of renewal or change of details;
• The original police report/certificate, or a notarized or court-certified copy in the case of loss. In case of theft of the passport, a copy of the police report is required;
• If the report/certificate is in a foreign language, it must be translated into one of the official languages of the Republic of Kosovo.
• Exceptionally, if the passport is lost abroad and an application is submitted at the diplomatic or consular mission, the diplomatic or consular mission will submit a request to ILECU for verification and case number. After verification and confirmation, a certificate of the report of the lost document is issued, and this certificate is then officially sent from the diplomatic or consular mission to the respective DSC.
• Regardless of the provisions of paragraph 1 of this Article, an applicant aged eighteen (18) years who has had parental care extended or has had legal capacity removed must be accompanied by both (2) parents, and only by either parent in the cases specified in Article 5 of this Administrative Instruction, or by a guardian. If accompanied by a guardian, the latter must present the original CSW decision on the appointment of guardianship or a notarized or court-certified copy, along with valid identification proof of the guardian.
• When applying for a passport at the diplomatic or consular missions of the Republic of Kosovo, decisions by competent authorities regarding the extension of parental care or the removal of legal capacity from the state where the diplomatic or consular representation is located are recognized as such, but prior verification of their authenticity must be conducted with the competent authorities of the foreign state where the diplomatic or consular representation is located.

• A proof of payment of 30 Euro (which is obtained during the application at the counter) is required.

 

• For pensioners, the fee is 15 Euro.

 

Collection of the passport for persons aged 18 and over: This can be done personally by the applicant or with an original authorization certified by a notary or court.

 

Upon collecting the passport, the applicant or authorized person must present:

 

-          A valid identity card of the applicant

-          Previous passport of the applicant, if he/she has held one.

-          Identification document of the authorized person (identity card, passport, or other valid photo document).

 

Note: Applications can be made simultaneously for an identity card and passport at any Document Supply Center. 

 

Note: According to AI MIA No. 07/2017, the passport can be obtained through an expedited procedure within 72 hours (only working days are counted), with an additional fee of 50 Euro.
