Application procedures for the Identity Card

Procedures for application and collection of the identity card of the Republic of Kosovo

 

 

Legal basis: Administrative Instruction (MIA) - No. 06/2023 on Procedures for Obtaining the Identity Card

 

- Application for obtaining an identity card can be made at any DSC, as well as at the diplomatic and consular missions of the Republic of Kosovo.

 

2. Types of application for obtaining an identity card are as follows:

 

- Application for obtaining an identity card for the first time for individuals from the age of 16;

-Application for a replacement/renewal of alphanumeric and biometric data;

-Application for a new identity card in case of loss/theft, confiscation or damage of the identity card;

During the application process for obtaining an identity card for applicants aged 16 to 18, other than applicants who have acquired the capacity to act according to a decision issued by the competent authority, the applicant and the officer must follow the following procedures:

 

The applicant must be present at DSC or the diplomatic or consular mission, accompanied by one parent or guardian and must submit the following documents:

 - Original extract for inspection or a copy for application, or if  the applicant has an identity card or passport of the Republic of Kosovo and there are no changes to personal data at the time of application, the origjinal identity card/passport should be presented for inspection.

 

- The original identity card must be presented for inspection when applying for

renewal.

 

 

 

- The original police report/certificate or a notarized or court-certified copy in case of loss or theft of the identity card; in cases of identity card theft, only a copy of the report is required.

If the report/certificate is in a foreign language, it must be translated into one of the official languages of the Republic of Kosovo.

 

- If the applicant’s identity card was confiscated outside the country, a report on the confiscation should be requested. If the report is in a foreign language, it must be translated into one of the official languages of the Republic of Kosovo. If the report is unavailable, a supplementary statement must be obtained from the applicant, parent, or guardian. 

 

- Proof of identity for both parents and  the guardian, an original valid identity card or passport of the Republic of Kosovo, must be presented for inspection.

4. When applying for an identity card for applicants aged 18 and over, the applicant and the officer

must follow the following procedures:

The applicant must be present in person at DSC or the premises of the diplomatic or consular mission and must present the following documents:

 

 - The original extract or a copy for inspection for the application, or if they have an identity card or passport of the Republic of Kosovo and there is no change in personal data at the time of

application, he/she must present the original identity card/passport for inspection. In cases where the applicant is applying for the change or renewal of data in the  identity card, where the data in the supporting documentation and the data in the database for Identity Cards/CCSR do not match, he/she must present the following documents:

- Extract from CCSR;

- A copy of ID card;

- Verification from the archive with a detailed explanation for the change of data;

- In certain cases, the decision issued by the civil status authority for changes in personal data.

 

-Original police report/certificate or a copy certified from the original in case of loss or theft of the identity card of the Republic of Kosovo. If the report/certificate is in a foreign language, it must be translated into one of the official languages of the Republic of Kosovo.

 

 

 

- If the applicant’s identity card has been confiscated outside the country, provide proof/report of confiscation. If the report is in a foreign language, it must be translated into one of the official languages of the Republic of Kosovo. If the report is unavailable, a supplementary statement must be taken from the applicant.

4. Application for obtaining an identity card for the first time according to Decision No. 061/2020 for individuals aged 18 and over: 

- All citizens of the Republic of Kosovo aged 18 and over who enjoy the right to citizenship of the Republic of Kosovo and who submit an application for the first time to the Civil Registration Offices of the Republic of Kosovo for registration in the Central Civil Registry, and who apply for the first time for an identity card of the Republic of Kosovo, in addition to the conditions specified in the relevant legislation on Civil Registration, must present a photographic document as well as provide two witnesses who are citizens of the Republic of Kosovo to verify their identity. 

- For applications for an identity card, in cases where the citizen cannot provide any photographic document under any circumstances, they are obliged to provide two witnesses who are citizens of the Republic of Kosovo.

- The witnesses according to this decision must attach copies of their valid identity cards of the Republic of Kosovo to their statements.

6. At the request of the applicant’s family member or the relevant institution, the DSC may facilitate applications for obtaining an identity card outside the DSC office in the following cases:

- For hospitalized individuals;

- For individuals with psychosocial

disabilities or homebound sick individuals (immobile), where the application is completed with the applicant’s data;

- For individuals placed under guardianship and care by the Center for Social Work;

- For individuals serving a sentence in Correctional Centers or under house detention, in cooperation with the respective institutions.

7. The standard procedure for obtaining an identity card costs 10 Euro, while for pensioners, it costs 5 Euro, and it is issued within 15 days from the date of application. 

The expedited procedure for obtaining an identity card costs 10+50 Euro and is issued within 72 hours. 

The expedited procedure for obtaining an identity card without an additional fee is applicable in the following cases: 

 

 

 

- Emergency medical treatment outside the Republic of Kosovo recommended by the competent health institution (public or private) or by the medical commission authorized by these institutions. The identity card issuance in this case shall include the individual accompanying him/her;

- Official trip following an approved application by the head of the respective institution where the applicant works;

- Traveling abroad for the purpose of educational, cultural, sports or similar activities when such

activities are deemed of particular interest to the state by the respective higher institutions;

-Traveling for humanitarian purposes confirmed by responsible humanitarian authorities.

 

8. The collection of the identity card shall be done personally by the applicant, who must present the following documents:

- The previous identity card, if he/she possesses it;

- Original police report/certificate if the identity card was lost or stolën after application, or a notarized or court-certified copy of the report in case of theft of the identity card. If the report/certificate is in a foreign language, it must be translated into one of the official languages of the Republic of Kosovo.

     

The identity card can also be collected by the parent/guardian or his/her authorized representative, who must present the following documents:

-Original identification document of the parent/guardian or his/her authorized representative for inspection;

- Proof of legal representation or a certified copy from the original;

- The previous identity card of the applicant (if he/she possessed it)

-Original police report/certificate if the identity card was lost or stolën after application, or a notarized or court-certified copy of the report in case  of theft of the identity card. If the report/certificate is in a foreign language, it must be translated into one of the official languages of the Republic of Kosovo.        

The identity card can also be collected by the close family member, who must submit the following documents:

 

- Original identification document for inspection.

- The previous identity card of the applicant (if he/she possessed it)

 

 

Original police report/certificate if the identity card was lost or stolën after application, or a notarized or court-certified copy of the report in case of theft of the identity card. If the report/certificate is in a foreign language, it must be translated into one of the official languages of the Republic of Kosovo.

 

- One of the documents proving the family relationship, as follows:

- Extract from CCSR, for inspection;

- Marriage certificate, for inspection;

- Family union certificate,for inspection.
