The Ministry of Internal Affairs informs the public that the use of tinted windows in vehicles is clearly regulated by Law No.  05/L-132 on Vehicles and Administrative Instruction (MIA) No.  12/2024 on Amending and Supplementing the Administrative Instruction (MIA) No. 04/2023 on Vehicle Registration, specifically by Article 7 of this Instruction.

 

In accordance with the applicable legislation, the use of tinted windows is permitted only for vehicles that are manufactured as such by the producer. The installation of adhesive tinted film for shading windows is prohibited, except in exceptional cases which are allowed only by decision of the Minister of Internal Affairs, following the submission of a reasoned request and supporting documentation.

 

To clarify this issue, on 24.02.2026, the Legal Department of the Ministry of Internal Affairs issued a legal opinion whereby it has been clarified that the use of tinted windows is regulated exclusively by the provisions of Administrative Instruction No. 12/2024, and that these provisions are clear and binding for implementation.

 

The Ministry of Internal Affairs emphasizes that any interpretation or practice that contradicts these provisions has no legal basis and undermines the uniform implementation of the legislation.

 

These rules have been established with the aim of increasing road safety, facilitating control by law enforcement authorities, and preventing illegal activities.

 

The Ministry of Internal Affairs calls on citizens and all institutions to comply with and implement the applicable legal provisions and not to fall prey to misinformation regarding this issue. Any violation of these provisions shall be treated in accordance with the applicable legislation.
