Minister Sveçla participated in the workshop with Civil Registry officials

The Ministry of Internal Affairs, in cooperation with the Civil Registration Agency, held a workshop today with civil status representatives from the municipalities of the Republic of Kosovo, regarding the role and responsibilities of Civil Status Offices during the information period for the implementation of the Law on Foreigners and the Law on Vehicles.
The workshop was opened by the Minister of Internal Affairs, Mr. Xhelal Sveçla, who emphasized that, upon the beginning of full implementation of the Law on Foreigners and the Law on Vehicles from 15 March 2026, an increase in applications at the relevant offices is expected. Therefore, preparation and alignment of procedures are required. Referring to the meeting held on 04 February 2026, he added that issues were raised there which also involve other departments of the Ministry, making the organization of this workshop necessary.
“The goal is to clarify and improve how we cooperate in the citizenship acquisition process, from completing the documentation, to interinstitutional communication between you and the Ministry, and all the way to resolving the practical issues you face every day”, emphasized Minister Sveçla.
He added that the purpose of the workshop is to hear the challenges encountered during implementation, share best practices from municipalities, and reach concrete recommendations for addressing the identified issues. He underlined the importance of treating every citizen fairly, ensuring that when a right does not apply or the documentation is incomplete, the citizen receives a clear and reasoned written explanation. According to him, this helps institutions gain a realistic understanding of the problems in the area and base their policies on the practical challenges faced by citizens and officials.
In conclusion, the Minister stressed that the MIA will take action within its legal competencies to address the identified challenges, inviting participants to openly share their experiences and propose concrete solutions.
The workshop is being held as part of the intensive information campaign of the Ministry of Internal Affairs, which will continue until 15 March 2026, with the aim of facilitating access to information and ensuring the implementation of the applicable legislation.
