Civil Aviation Security

The Ministry of Internal Affairs based on the Law on Civil Aviation (No. 03/L-051) is responsible for establishing and maintaining air security in the Republic of Kosovo. The MIA is responsible for establishing, maintaining and supervising civil aviation security in the Republic of Kosovo.

The objective of the Ministry of Internal Affairs, respectively the Division for Civil Aviation Security, is the security of passengers, crew, ground personnel, the public, aircraft and equipment of an airport serving civil aviation, against acts of unlawful interference carried out on the ground or in flight. This is done by providing rules, practices and procedures for the necessary protection measures against unlawful acts.

The Division for Civil Aviation Security referred to the National Civil Aviation Security Quality Control Programme ensures that at least the following measures are taken regularly: certification of security personnel and equipment, audits, inspections, surveys, tests and security investigations.


All passengers, their carry-on baggage (in airplane cabin) and delivered to the aircraft warehouse, must undergo checks before entering/passing through security restricted areas at the airport. Controls are carried out at checkpoints/screening, manually, with technical equipment and/or by combining both methods. The main purpose of security control is to detect and prevent:

  • the introduction of prohibited articles into the restricted security areas and on the aircraft, and
  • possible acts of unlawful interference (eg hijacking an aircraft, sabotage or attack with explosive devices).


Prohibited articles means weapons, explosives or other dangerous devices, articles or substances that could be used to initiate an act of unlawful interference endangering the security of civil aviation. The equipment used during the security control are not harmful to the electrical or electronic devices of the passengers (eg laptops, cameras, Ipads, mobile phones, etc.).

For security reasons, the transportation of liquids in cabin (hand) baggage is subject to strict measures during the security control.

Liquids include: all beverages including water, soup, syrups, creams, lotions, oils, perfumes, lip glosses or balms, eyebrow dyes, etc. Sprays and dispenser contents, including shaving foam and spray deodorants, pastes, including toothpaste, gels, including hair and shower gels, solvents and other articles of similar composition.


Only the following liquids may be taken in cabin baggage and must be presented at security checkpoints:

  • duty free in special closed and secured bags. Items and receipts must be sealed inside the security bag provided at the time of purchase;
  • liquids in packages of less than 100 ml or grams, with a capacity not exceeding 1 liter. Each passenger may carry only one such bag of liquids;
  • medications and special dietary products;
  • food for children, and
  • all other liquids must be placed in the hold baggage of the aircraft.


Passengers can contribute to faster and more efficient security control, by implementing these points:

  • prepare in time for their flight and have received information about items that cannot be taken on board the plane;
  • to pack, in cabin (hand) baggage and in the hold baggage, only items that are in accordance with the list of prohibited articles and the rules for liquids and dangerous materials in order not to risk the possibility of stopping the flight or baggage lock;
  • liquids transported in cabin (hand) baggage (in packages that do not exceed 100 ml) must be placed in plastic bags as specified;
  • arrive at the airport at a convenient time to avoid possible delays and stress during departure procedures;
  • if they possess firearms, report immediately to the check-in personnel;
  • when preparing for the control of passengers and cabin (hand) luggage, to place metal objects, watches, coins, and other similar items in hand luggage so that they are not lost or forgotten, or placed in bins plastic, for X-ray control;
  • when preparing for control of passengers or cabin (hand) baggage, take out the plastic bag with liquids from the hand bag;
  • when preparing for the control of passengers or cabin baggage (hand), remove the laptop and other electronic devices from the hand luggage and place them in plastic bins so that they can be checked separately
  • take off your jacket or coat and put them in the plastic bins for separate control;
  • be prepared to remove the waist belt and/or shoes and place them in the plastic bins for separate screening, if requested by security staff, and
  • follow the instructions of the security staff.


In the air transport industry, a regulated agent is defined as an agent, freight forwarder or any other entity that carries on business with an airline and that provides security measures that are recognized or required by the Ministry of Internal Affairs in regarding cargo and mail. The approval of such an agent must be carried out by the Ministry of Internal Affairs according to the National Civil Aviation Security Programme for the Republic of Kosovo.

Based on the National Civil Aviation Security Quality Control Programme for the Republic of Kosovo, we inform you that the Ministry of Internal Affairs has created a mechanism to collect and analyze information through various sources such as passengers, crews, personnel entities etc., that report any concern/violation/incident to the security of civil aviation.

The Ministry of Internal Affairs encourages any person and welcomes the reporting of any concern, violation or incident to civil aviation security at the airport, airline, Air Navigation Service Agency, regulated agent, catering and any attempt at any act of unlawful interference to civil aviation in the Republic of Kosovo.

Also, you are welcome to send us your possible remarks or recommendations for the improvement of the national civil aviation security system.

Information can be presented to the responsible official: in writing, by mail or e-mail and orally.

The responsible official who receives or processes reports, during the performance of his official duties, will at all times keep confidential the information related to the person/entity who reported, not disseminating or transmitting it to third parties inside or outside the institution, as well as not to use it for other purposes, except with the written consent of the reporting person/entity or for the fulfillment of a legal obligation.

All information related to reporting, including anonymous reports, will be analyzed and evaluated by the responsible official.
