This guiding document informs the owners of vehicles registered in the foreign state on the legal obligations during the participation in the road traffic in the Republic of Kosovo.

Dear visitors, welcome to the Republic of Kosovo! We wish you a pleasant stay in our country. We are obliged to inform you of the rights and obligations regarding the Law on Vehicles in the Republic of Kosovo, in order to make your stay in our country easier and in accordance with the rules and laws of our country.

Please note that:

·         Vehicle registered in the foreign state, in the ownership of the foreign citizen, can participate in the road traffic in Kosovo not longer than three (3) months from the date of entry in Kosovo;

·         Vehicle registered in the foreign state, in the ownership of the citizen of Kosovo, can participate in the road traffic in Kosovo up to three (3) months from the date of entry in Kosovo. A Kosovo citizen must have a regulated permanent or temporary residence permit, and should show it with the request of the authorized person;

·         Vehicle registered outside Kosovo, cannot be driven by the Kosovar citizen without the presence of the owner and cannot be authorized that to circulate in Kosovo;

·         Registered vehicle in the foreign state in the ownership of the Kosovo citizen with temporary or permanent residence outside Kosovo can be driven by the Kosovo citizen who also has temporary or permanent residence in the state the vehicle comes from, and should possess authorization by the respective state where the vehicle is registered;

·         The person who does not have a regulated temporary or permanent residence from the country where the vehicle is imported from, shall be allowed to participate in road traffic up to eight (8) days from the date of entry of the vehicle in Kosovo;

·         A foreign citizen who has been granted temporary or permanent residence in Kosovo or a Kosovo citizen returning from a foreign country may drive a vehicle with a valid foreign driver's license for up to one (1) year from the date of entry into Kosovo;

Full implementation begins on March 15, 2026 and failure to comply with the above points constitutes a violation of the laws regulating the field of traffic and measures will be taken in accordance with the relevant legislation.

This guiding document informs foreign citizens on legal obligations during entry, residence and employment in the Republic of Kosovo.

Dear visitors, welcome to the Republic of Kosovo! We wish you a pleasant stay in our country. We are obliged to inform you of the rights and obligations of foreign citizens and guests in the Republic of Kosovo, in order to make your stay in our country easier and in accordance with the rules and laws of our country.

Please note that:

Upon entering the Republic of Kosovo, the foreigner must:

• possess a valid travel document;

• possess a visa or residence permit, when required;

• respect the purpose and duration of stay;

• notify the address of stay within three (3) days from the date of entry at the border or at the nearest  police station;

• have sufficient means of subsistence;

• respect the laws of the Republic of Kosovo;

• not be banned from entering and staying in the Republic of Kosovo;

• not pose a threat to state security, public order and health.

In the case of a short-term stay:

• The foreigner may stay for up to ninety (90) days within a period of one hundred and eighty (180) days without a visa or with a visa when required,

• Work/employment is not permitted during this period without a work permit;

• Any stay over 90 days requires an application for a residence permit.

In the case of residence in the Republic of Kosovo for employment purposes:

• a temporary residence permit for work is required;

• a work permit is required;

• Prior licensing is required in the case of applying for a work permit for a profession that requires a license;

• working without a permit is prohibited.

The application for a work permit is made at the Employment Agency.

Stay for other purposes:

For study purposes, family reunification or other humanitarian reasons, scientific research and other circumstances provided for by law, it is required:

•        to be provided with a temporary residence permit and

•        to meet other legal criteria depending on the purpose of the stay.

The application can be made at diplomatic/consular missions or at the DCAM, in cases where the foreigner has entered the Republic of Kosovo and does not need a visa.

Consequences in case of violation

When the legal provisions related to the entry, movement, residence and employment of foreigners are not complied with, the competent authorities may take the measures determined by law, which may include but are not limited to:

•        cancellation of the residence permit;

•        imposition of a fine;

•        ordering removal and

•        prohibition of entry into the territory of the Republic of Kosovo.

Full implementation begins on March 15, 2026. Any entry after this date that results in failure to comply with the rules listed within this guide will result in a ban on entry to the Republic of Kosovo.

The Ministry of Internal Affairs informs all citizens that the process of converting the driving licenses, issued by illegal Serbian structures, to the driving licenses of the Republic of Kosovo will begin on the 10^th of May 2024, and will last until the 9th of August, 2024. All citizens who have a driving license issued by illegal Serbian structures can apply for an official driving license of the Republic of Kosovo, they must physically be present at the Document Processing Center in all municipalities of Kosovo.

Citizens must have the following documents:

1. Identity card of the Republic of Kosovo,

2. Original driving license issued by the Serbian authorities,

3. Certificate of health condition for equipment with driving license,

4. Proof of payment of the fee, the value of which is fifteen euros (15.00 euros)

5. Original driving license issued by UNMIK or RKS if a request is submitted to add categories, which is also enabled by this decision of the Ministry of Interior.

The procedure for obtaining a driving license in the Republic of Kosovo lasts fifteen (15) days. The driving license issued by the Serbian structures is returned to the applicant as an invalid document and replaced with a driving license of the Republic of Kosovo.
