The Ministry of Internal Affairs informs the public that, in accordance with the statements of the Prime Minister of the Republic of Kosovo, Mr. Albin Kurti and the EU Special Representative Mr. Peter Sorensen dated 14 March 2026, it is undertaking all necessary measures for the full implementation of the Law on Foreigners and the Law on Vehicles, after the information period provided until 15 March,  Respectively, from March 16, applications for residence permits or notification of the address can be started.

 Also, in the framework of this process, the Ministry of Internal Affairs will issue the necessary administrative acts to enable the registration, for a period of three (3) months, of the facts of birth, marriage and death registered until March 15, 2026 in illegal parallel Serbian institutions, in order to integrate them into the Civil Register of the Republic of Kosovo.

 The Ministry will issue the necessary administrative decisions for the temporary recognition of the identity card issued by illegal Serbian parallel structures, exclusively for identification purposes, in accordance with the legal framework in force.

 The Ministry of Internal Affairs, in cooperation with relevant institutions, including the Agency of Civil Registration (ARC) and the Kosovo Police, will provide all the necessary information and instructions to the citizens affected by these decisions. At the same time, the Ministry will prepare for the start of issuing temporary residence permits after the acceptance of the lists of workers in the health and education system by the municipalities and after the individual application of these persons, in accordance with the legal procedures in force.

The Ministry of Interior emphasizes that all institutional actions are being undertaken to ensure regular, coordinated and comprehensive implementation of laws, guaranteeing access to services and legal certainty for all citizens, in accordance with European standards and the rule of law.

 Moreover, the Ministry informs all foreign citizens that declaring the address within three (3) days from entering the Republic of Kosovo is a legal obligation and can be performed through the application for declaring the address, which can be used by phones with Android, iOS system and through the website of the Kosovo Police, as well as the nearest police station.
