Procedures for application and collection of the driving license of the Republic of Kosovo

Legal basis: Administrative Instruction (MIA) - No. 07/2023 on Procedures for Obtaining the Driving License of the Republic of Kosovo   

1) Documents and procedures for obtaining a driving  license in the Republic of Kosovo for the first time and for adding categories after passing the exam

The application for a driving license for the first time or for adding categories after passing the exam must be submitted personally by the applicant at the Document Supply Center - MIA.

The following documents are required:

• Copy of the certificate for passing the exam.
• Present the original and submit a copy of the valid identity card of the Republic of Kosovo, whereas, for foreign nationals, a copy of the residence permit is required.
• Copy of the driver's license if categories are being added.

2) For the replacement of UNMIK driving license with a driving license of the Republic of Kosovo

The application is submitted by the applicant at the Document Supply Centers. 

The following documents are required:

• Copy of the UNMIK driving license.
• Present the original and submit a copy of the valid identity card of the Republic of Kosovo, whereas, for foreign nationals, a valid copy of the residence permit is required.
• Copy of the medical certificate for the driving license.
• Police report copy (This document is required along with the other aforementioned documents if the party has lost the UNMIK driving license).
• The deadline for exchanging UNMIK driving licenses with those of the Republic of Kosovo is 30.09.2024.

3) For the replacement of the former FRY driving licenses with driving licenses of the Republic of Kosovo

The application is submitted in person by the applicant at the Document Supply Centers. 

The following documents are required:

• Certified copy of the former FRY driving license (if the applicant possesses one).
• Present the original and submit a copy of the valid identity card of the Republic of Kosovo, whereas, for foreign nationals, a valid copy of the residence permit is required.
• Copy of the medical certificate for the driving license.
• The file or photocopied record in the municipal archive for the former FRY driving license, signed by the officer of the DSC or confirmation from the driving license database.
• The deadline for exchanging UNMIK driving licenses with those of the Republic of Kosovo is 30.09.2024.

04)     Procedures for correction of the driving license of the Republic of Kosovo

   - The application is submitted in person by the applicant at the Document Supply Centers. 

     The following documents are required:

• Copy of the driving license of the Republic of Kosovo issued with errors.
• Present the original and submit a copy of the valid identity card of the Republic of Kosovo, whereas, for foreign nationals, a valid copy of the residence permit is required.
• A copy of the certificate from the competent authority, depending on the nature of the error.  

(The correction/change of data on the driving license can also be requested by individuals who have changed their personal data, including changes to their first name or last name, based on the copy of the Republic of Kosovo identification card and the document from the competent authority regarding such change.)

5)  For obtaining a driving license of the Republic of Kosovo after loss, theft or damage.

The application is submitted by the applicant or an authorized representative at the Document Supply Center.

The following documents are required:

• Police report for loss of driving license.
• Present the original and submit a copy of the valid identity card of the Republic of Kosovo, whereas, for foreign nationals, a valid copy of the residence permit is required.
• Presents the driving license in cases of damage and attaches a copy of it.

6) For the renewal of the driving license of the Republic of Kosovo.

- The application is submitted by the applicant at the Document Supply Centers.

 The following documents are required:

• Present the original driving license. 
• Present the original and submit a copy of the valid identity card of the Republic of Kosovo, whereas, for foreign nationals, a valid copy of the residence permit is required.
• Submit a copy of the medical certificate for the driving license.
• Police report.
• (This document is required if the party has lost the expired driving license of the Republic of Kosovo)

7. Replacement a driving license issued by foreign countries that are EU Member States with a driving license of the Republic of Kosovo.

The application is submitted in person by the applicant at the Document Supply Centers. 

The following documents are required:

• The original translated foreign driving license
• A copy of the certificate of passing the exam issued by MESPI (this document is required only for cases of testing according to the law). 
• Present the original and submit a copy of the valid identity card of the Republic of Kosovo, whereas, for foreign nationals, a valid copy of the residence permit is required.
• Copy of the medical certificate for the driving license.
• Confirmation of the validity of the driving license

8. International driving license issued in the Republic of Kosovo.

Legal basis: Administrative Instruction (MIA) No. 08/2020 - MIA on Determination of the Form, Content and Procedure for Issuing the International Driver’s License in the Republic of Kosovo. 

The application is submitted by the applicant or by an authorized person with authorization from a notary, court or any other competent authority, at the Document Supply Center.

 The following documents are required:

• Submit a copy and present the original valid driving license of the Republic of Kosovo. 
• The RKS driving license must have at least 6 months of validity remaining.
• The international RKS driving license is not valid for traffic within the territory of the Republic of Kosovo.  

The fee for obtaining a driving license of the Republic of Kosovo in the regular procedure is 15 Euro.

For the expedited procedure, an additional fee of 50 Euro is applied.

The fee for obtaining an international driving license of the Republic of Kosovo is 15 Euro.

The application is submitted at the Centres for Documents’ issuance

• Copy of UNMIK driving license;
• The ID of the Republic of Kosovo with the validity term;
• Health certificate for professional categories of driving license (A1. A. C1. C1E. C. CE. D1. D1E. D. DE). While for citizens over age of 65 even for the categories (B, BE);
• Police report. (This document is required in addition to other documents required above in case the party has lost UNMIK driving license);
• Payment receipt in the amount of 15 euro.

The application is submitted at the Centres for Documents’ issuance

• A certified copy of former FRY driving license (if the applicant possesses);
• Copy of ID of the Republic of Kosovo with the validity term;
• Health certificate for professional categories (A1. A. C1. C1E. C. CE. D1. D1E. D. DE). While for citizens over age of 65 even for the categories (B, BE);
• File or photocopied records from the municipal archive for former FRY driving license signed by official of ODDL;
• Payment receipt in the amount of 15 euro.

Legal basis MIA Administrative Instruction No. 22/2015 dated 19-11-2015

The application is submitted at the Centres for Documents’ issuance

• Copy of ID of the Republic of Kosovo with the validity term;
• Copy of the driving license of the Republic of Kosovo with errors;
• Copy of the testimony by the competent authority, depending on the nature of the error;
• Payment receipt in the amount of 15 euro.

Correction of driving license may even require the persons who have made the changes of the personal data, changed the name or surname according to a copy of the Identity card of the Republic of Kosovo and a competent authority document about that change.

• Police report for the loss of driving license;
• Copy of ID or a passport of the Republic of Kosovo with the validity term;
• Driving license in case of a damage;
• Payment receipt in the amount of 15 euro.

Legal basis MIA Administrative Instruction No. 22/2015- dated 19/11/2015

The application is submitted at the Centres for Documents’ issuance

For the extension of the driving license validity the applicant may apply 6 months before its validity term has expired.

• Driving license and the ID of the Republic of Kosovo;
• Valid health certificate for the driving license of these professional categories (A1. A. C1. C. CE. D1. D. DE), as well as for all candidates older than 65 and the category B, BE;
• Police report. This document is required in case the party has lost the expired driving license of RKS;
• Payment receipt in the amount of 15 euro.

The application is submitted at the Centres for Documents’ issuance

• Translation of foreign driving license in one of the official languages of the Republic of Kosovo by the authorized interpreter;
• For the citizens of the Republic of Kosovo it is to submit a copy of ID or passport of the Republic of Kosovo, and for foreign nationals, copy of ID card for foreigners with a residence permit over 6 months;
• Upon application, the person submits the original driving license and must present the original of the identity card of the Republic of Kosovo;
• Valid health certificate for the driving license of these professional categories (A1. A. C1. C. CE. D1. D. DE), as well as for all candidates older than 65 and the category B,BE;
• Payment receipt in the amount of 15 euro.
