Division for Contracts Monitoring

Duties and responsibilities of the Division for Contract Monitoring are as follows:

 

  1. Participates and monitors during the administration of procurement procedures in all steps until the preparation of the contract, without the right to intervene in these procedures;
  2. After the completion of the tender evaluation process, notifies the Minister and the Secretary General that all procurement procedures defined by the legislation in force have been implemented;
  3. Undertakes monitoring activities in terms of implementation of legislation in force in the area of Public Procurement to ensure that the provisions of the contract are effectively exercised in terms of timely and correct delivery;
  4. In close cooperation with the requesting units within the MIA, monitors the drafting of the contract management plan including issues of organizational, economic, technical and legal aspects, project management teams, review of contract execution, protocols for submission of authorized equipment, regular dialogue with contractors, use of correct quality standards, payment/claim management, complaint procedures, means of control specified in the contract, and ensuring execution for defects/corrections;
  5. In close cooperation with the requesting unit, monitors the definition of procedures for inspection of site works, materials and production facilities, and ensures effective delivery, storage and security of items included in the contract, and variations/changes;
  6. Analyzes and monitors medium and high value contracts (multi-year contracts) for all departments and executive agencies within MIA;
  7. Cooperates closely with all executive agencies within MIA regarding the implementation of medium and high value contracts as provided by the Law on Public Procurement;
  8. Compiles a report on the progress of the contract and the quality of services, supplies and works, after the conclusion of the contract and during the warranty period for the Secretary General.
  9. Cooperates with executive agencies of MIA in order to present the best practices for Risk Management;
  10. In cooperation with the departments and executive agencies of MIA, collects data from multiple sources for the presentation of options for services before the announcement of the contract notice (tender);
  11. In cooperation with the Department of Procurement and the requesting units, reviews the technical information and drafts detailed reports for presentations and evaluations that include specific contracts;
  12. Monitors the deadlines and quality of contract execution in cooperation with the requesting units.
